A former part-time Darby Township Police Officer surrendered to police on Thursday
after being accused of stalking one woman, forcing another woman to take her clothes
off and sexually assaulting a third, all while he was on duty. The first alleged victim
claims Kevin Walker, 43, of Chester, arrested her boyfriend back on April 24 after
responding to a domestic assault complaint. On May 24, the woman claimed during
a preliminary hearing in her boyfriend’s case that Walker repeatedly stalked and
harassed her in an effort to develop a relationship with her. Walker allegedly came
to her house uninvited early in the morning and told her he would “comfort her
with his hands because he was a massage therapist.” The woman also claimed Walker
sent her several text messages. The woman says she refused his advances and re-
ported the alleged harassment to police. On July 19, a second alleged victim was in-
terviewed by police. The woman claimed that Walker stopped at her house on num-
erous occasions. She says Walker claimed he was a former massage therapist and
that he could “give her a nice rub down.” She also told police Walker followed her
around when she walked home late at night. The woman told police that she was
stopped by the Darby Township Police on the bridge between Darby Township and
Sharon Hill on Sharon Avenue in either the spring or summer of 2010 while she
was pregnant. She claims she was handcuffed and transported to the Darby Town-
ship Police Station and placed inside a cell, accused of possessing drugs. After a
search revealed that she had no drugs on her, the woman claims Walker took
her to the female locker room of the police station. She then told police Walker
forced her to strip and fondle herself. Walker then allegedly released her after
making her promise not to report the incident. Investigators say the woman
was never charged with any crime during the incident. The woman then told
police that Walker and another officer came to her home last June and brought
her 13-year-old daughter and friend home because of what they claimed was a
curfew call. Finally, the woman told police that Walker continued to stalk and
harass her last August. On August 5, police interviewed a third alleged victim,
referred to them by the second alleged victim. The third woman told police that
she first met Walker back in 2007 after he stopped her boyfriend and gave him
a ticket. She then claims Walker repeatedly asked her for sex, intimidated her
and told her “it would be in your best interest to meet me at the station.” She
then told police that she finally went with Walker to the police station back
in 2009 because she felt intimidated by him. She then says the two had sex
against her will five or six times at the station. The woman was arrested back
in April 2010 and remained incarcerated until February 2011. While she was
in court, the woman claims Walker was part of the constable transport team.
She told police that on one occasion Walker kept her away from everyone else
and fondled her before bringing her into court. The woman finally told police
that Walker picked her up once more last June while she was intoxicated and
obtained her phone number. She then claims Walker called her as often as
six times per day. After becoming aware of the allegations against Walker,
the Darby Township Police Department suspended him back in July with in-
tent to terminate. On Thursday the Director of the Constable Transport Team
suspended Walker without pay pending the outcome of the charges against him.
Walker also turned himself in to police on Thursday. In relation to the com-
plaint from the first woman, Walker is charged with multiple counts of stalking
and oppression. In relation to the complaint of the other two alleged victims,
Walker is charged with rape by threat of forcible compulsion, sexual assault,
stalking and other related offenses. Walker was arraigned Thursday with bail
set at $25,000. A preliminary hearing is scheduled for January 10.
